Government procurement regulations are frequently changing. The greatest opportunity for you to realize more cost effect, higher performance “green” buildings is through collaborative or integrated project delivery. Even if you are restricted to traditional design-bid-build procurement and delivery, there are still some benefits that you can realize through performance paradigm principles and practices. In order to benefit from the performance paradigm more fully, you should pursue legislative action to enable more effective procurement practices.
If you have procurement options beyond the traditional design-bid-build approach, and also have a large and ongoing building and maintenance program then the “OWNER – Multi-Projects” section of this website would be appropriate for you. Otherwise, for a single upcoming project, the Performance Building Process Planning is appropriate, and proceeds according to this outline:
- Planning
- Project functions, needs, feasibility, constraints and performance objectives plan (derived from a business plan, or similar)
- Leadership & Responsibility — establish a high performance specialist/representative and/or principal manager responsible for the value and performance of the completed building
- Performance Standards & Measures — establish Market Average Baseline (MAB) and Performance Objectives Baseline (POB)
- Process Selection — selection of a project planning, design, production and operation process (may consider two or more)
- Production: Design, Construction and Delivery
- Leadership & Responsibility — solicit, evaluate and select an architect/engineer, and/or building producer and/or building operator (may be 1, 2 or 3 organizations).
- Performance Standards & Measures — finalize the value (cost) and performance objectives and considerations
- Finalize and enter into contractual relationship(s) and business terms
- Administer and finalize the project design and definition and validate the value and performance objectives and considerations
- Finalize and enter into final agreements (for the building performance and/or product)
- Administer the project process and performance
- Operation: Production Validation and Building Performance
- Transition from the production process to building operation
- Measure and administer the building performance and consummate the terms of the production contract(s)
